Oracle Cloud Infrastructure is seeking a highly technical Senior Principal Technical Program Manager to lead end-to-end delivery of hyperscale data center capacity—from site strategy through customer-ready compute and GPU capacity, operational handover, and production go-live. This IC5-level leader owns the integrated delivery path across a complex portfolio of greenfield, expansion, and colocation programs. The role operates with broad autonomy, resolves high-impact technical and commercial tradeoffs, and aligns senior leaders and external partners around capacity commitments. Success requires deep fluency in mission-critical electrical systems, white-space infrastructure, structured cabling, fiber, network dependencies, commissioning, and operational readiness.

In this role you will provide strategic oversight and leadership for the construction of data centers by colocation providers, ensuring the completion of projects on time, within budget, and to the highest quality standards. Oversees the creation, review, and maintenance of documentation, including design review, commissioning, and problem-solving papers. Directs the implementation and oversight of quality control processes to ensure all construction activities meet design specifications and industry standards. Conducts strategic site walks and provides executive oversight and strategic leadership for the startup and commissioning phases of major data center projects. Identifies critical gaps in risk identification and mitigation and drives organizational-wide initiatives to address these gaps. Leads the role of primary point of contact between the company and colocation providers. Oversees the selection, negotiation, and management of contracts with external vendors, contractors, and suppliers, ensuring contract compliance and performance and construction activities align with the approved design plans and specifications. Oversees the installation of power, cooling, networking, and structured cabling systems.

Key Responsibilities
Lead multiple complex, high-value hyperscale data center capacity-delivery programs from site selection and due diligence through construction, commissioning, infrastructure deployment, and customer go-live.

  • Own the integrated master schedule, capacity milestones, budget, risk and issue management, change control, recovery planning, and executive reporting.

  • Define and drive the cross-functional delivery strategy across Real Estate, Capacity Planning, Energy and Utilities, Design Engineering, Procurement, Construction, Network, Security, Infrastructure Deployment, Finance, and Data Center Operations.

  • Lead technical due diligence for prospective sites and colocation facilities, assessing utility availability, power-delivery timelines, fiber connectivity, permitting, constructability, physical constraints, and readiness to support forecasted compute and GPU demand.

  • Drive technical decisions and execution across critical electrical and low-voltage scope, including utility interconnects, medium- and low-voltage distribution, switchgear, generators, UPS, busway, RPPs, containment, structured cabling, fiber pathways, network rooms, and white-space fit-out.

  • Establish and govern technical design reviews, constructability reviews, submittals, acceptance criteria, and decision forums; identify and resolve cross-functional dependencies before they affect committed capacity dates.

  • Direct readiness of critical equipment, construction progress, commissioning, integrated systems testing, quality validation, punch-list closure, and final acceptance.

  • Ensure network, fiber, security, low-voltage, and server-deployment workstreams are sequenced and ready to safely energize, validate, and make capacity available to customers.

  • Manage strategic relationships and delivery interfaces with general contractors, design firms, equipment vendors, colocation providers, utilities, carriers, and other external partners.

  • Lead escalation and resolution of complex technical, schedule, commercial, and operational risks that span multiple organizations or programs.

  • Drive operational handover to Data Center Operations, including asset and configuration data, maintenance information, test results, warranties, training, documentation, residual-risk management, and ownership transition.

  • Establish repeatable delivery mechanisms, metrics, technical standards, and lessons learned that improve predictability, speed, cost, and quality across the regional data center portfolio.

  • Communicate clearly and credibly with technical teams and executive stakeholders on capacity commitments, schedule health, cost exposure, key decisions, risks, and recovery actions.

Required Qualifications
  • 8+ years of experience in technical program management, project delivery, engineering, construction, infrastructure deployment, or operations within mission-critical environments.

  • 5+ years of direct experience delivering hyperscale, cloud, colocation, or large-scale enterprise data center programs.

  • Demonstrated ownership of complex programs spanning early planning, design, construction, commissioning, technical fit-out, infrastructure deployment, and operational handover.

  • Deep working knowledge of critical electrical infrastructure, including utility interfaces, substations or switchgear, generators, UPS systems, electrical distribution, busway, RPPs, and data-hall power distribution.

  • Strong technical understanding of low-voltage and network infrastructure, including structured cabling, fiber systems, containment, pathways, network deployment dependencies, and security-system interfaces.

  • Experience managing integrated schedules, critical paths, budgets, scope changes, vendor performance, commercial risk, and executive-level communications.

  • Proven ability to influence senior stakeholders, lead through ambiguity, make sound technical tradeoffs, and resolve issues across organizational boundaries.

  • Ability to travel up to 50% within the Eastern U.S., particularly across Northern Virginia/IAD.

Preferred Qualifications
  • Bachelor’s degree in Electrical, Mechanical, Civil, or Construction Engineering; Construction Management; or a related technical discipline.

  • Experience delivering high-density AI, GPU, HPC, or large-scale cloud capacity.

  • Experience with both greenfield and leased/colocation data center delivery models.

  • Expertise in commissioning, integrated systems testing, operational readiness, and customer capacity turn-up.

  • Experience leading regional portfolios or programs with multiple concurrent data center delivery workstreams.

  • Proficiency with Primavera P6, Microsoft Project, Smartsheet, Jira, SharePoint, or comparable delivery-management tools.

  • PMP, PgMP, CDCP, CDCS, or related mission-critical infrastructure certification.

US: Hiring Range in USD from: $126,200 to $264,100 per annum. May be eligible for bonus, equity, and compensation deferral.
